Kela, or the Social Insurance Institution (SII) of Finland, is a government agency responsible for administering national social security programs. Founded in 1937 to manage retirement pay, Kela's role has since expanded to include child benefits, unemployment benefits, sickness benefits, health insurance, and student financial aid. Funded by national insurance funds through income taxation, Kela provides coverage to all permanent residents of Finland.
